Decide DeKalb Development Authority Appoints Tiffany Wills as Vice President of Redevelopment and Strategic Initiatives
Decide DeKalb Development Authority proudly announces the appointment of Tiffany Wills as Vice President of Redevelopment and Strategic Initiatives. With over 20 years of experience in real estate development, Wills is well versed in creating master-planned, mixed-use communities, with a focus on mixed-income, workforce and market-rate housing. In her new role, Wills will spearhead the Authority’s strategic initiatives to drive economic growth and community revitalization across DeKalb County.
Wills joins Decide DeKalb following her tenure as Senior Vice President of Real Estate Development at the Atlanta Housing Authority, where she managed a billion-dollar initiative to redevelop over 180 acres of land into vibrant, mixed-use communities. Under her leadership, Wills orchestrated several transformative initiatives, including the management of a 180-acre vacant land redevelopment project, the creation of an innovative co-investment fund in partnership with Invest Atlanta and HUD, and the establishment of the agency’s first home ownership program focused on long-term affordability. Wills’ track record of success includes navigating complex regulatory landscapes, structuring innovative financing strategies and fostering public-private partnerships that have led to transformative developments throughout Atlanta.

In her role as Vice President of Development, Wills will lead Decide DeKalb’s efforts to identify and implement development opportunities that align with the Authority’s mission to enhance the quality of life for DeKalb County residents. She will oversee a diverse portfolio of projects, ranging from commercial and mixed-use developments to workforce and affordable housing initiatives.

Wills began her career as a residential real estate agent before transitioning into commercial real estate consulting and advisory roles. She founded Icarian Group, LLC, where she provided comprehensive services in market analysis, business development, and program management across various sectors, including single-family, multifamily and hospitality. Wills also holds a Juris Doctorate from Atlanta’s John Marshall Law School and has practiced family, personal injury and real estate law.
Throughout her career, Wills has worked closely with key decision makers and community leaders, including the U.S. Department of Housing and Urban Development (HUD), Invest Atlanta and other local entities, to drive innovative development solutions. Her legal background, combined with her extensive experience in development, equips her with a unique perspective related to executing complex, multi-phase projects that balance public and private interests.
