Decide DeKalb RFQ - Retail Research and Marketing

The Decide DeKalb Development Authority (Decide DeKalb) seeks qualifications from experienced consultants to identify retail priorities, strengths, and opportunities for retail attraction through retail marketing analysis, retail recruitment and promotion, and ICSC RECon (International Council of Shopping Centers Real Estate Conference) management and development.

Key dates to remember:

• November 4, 2019: RFQ is released

• November 13, 2019: written questions and requests for clarifications are due by 5:00 PM EST

• November 18, 2019: questions and clarifications are posted by 5:00 PM EST

• November 25, 2019: all submissions are due by 5:00 PM EST

• January 13, 2020: projected start date

• June 1, 2020: projected completion date


Question 1: Does the 35 pages include 35 pieces of paper or 35 sides? If only 35 sides, can relevant experience/samples be submitted separately as part of an appendix?

Answer: Thirty-five pages or 18 sheets of double-sided paper. Relevant experience can be a list of where/for whom you have done work for previous clients. Samples of previous work can a paragraph or two of what you were hired to do and how you accomplished the task(s) for the client. The relevant experience and samples of work should be part of the 35 pages.

Question 2: Is the area of interest for the entire county, including all 13 municipalities, or just for the unincorporated areas?

Answer: The area of interest is all of DeKalb County, including incorporated areas.

Question 3: Is this a short-term contract or intended to be a revolving contract with ongoing recruitment efforts on an annual basis?

Answer: Decide DeKalb has only budgeted for a one-year contract at this time but understands that recruitment is a long-term process. This engagement may become an ongoing contract, to be renewed annually, but that has not been determined at this time.

Question 4: Does the contract culminate with RECon 2020 or are there post conference follow up obligations?

Answer: Decide DeKalb would like the chosen consultant to issue a summary report after RECon 2020, but there are not expected to be further obligations as a part of this contract.
