As economic development director of Georgia’s second largest county, Mullin’s top priority is the health and viability of DeKalb’s diverse business economy.
Mullins has created a professional department dedicated to expanding employment and investment opportunities and enriching citizens’ quality of life.
Mullins began her economic development career in the late 1980’s with the North Fulton Chamber of Commerce. She was instrumental in spearheading the development of Windward, Preston Ridge and North Point, which have grown to become a lucrative part of metro Atlanta’s premiere business community.
Since taking the reins of a business base larger than the states of Wyoming and Rhode Island, Mullins has driven DeKalb’s economic boom, generating thousands of jobs and hundreds of millions of dollars in investments.
Mullins also serves as administrator to the Development Authority of DeKalb County, the Residential Care Facilities for the Elderly Authority and the Private Hospital Authority.
DeKalb Economic Development remains focused on business retention and recruitment. It continues to foster strong economic policies that will keep the county competitive in the global marketplace. |

Mr. Rogers serves as Deputy Director of DeKalb County Office of Economic Development. He is responsible for facilitating the efforts of companies interested in doing business in DeKalb County. He has served ten years in this industry, formerly with the Metro Atlanta Chamber of Commerce and Fulton County’s Economic Development Department where he was a Project Manager.
Maceo serves on the Continuing and Corporate Education Advisory Board, Georgia Perimeter College , and is a member of the Georgia Economic Developers Association, and a past board member of the South DeKalb Business Incubator.
He holds a BFA Degree in Visual Communications from the Atlanta College of Art and a Third Degree Black Belt in Cuong Nhu Oriental Martial Arts. He is a graduate of Leadership DeKalb and is an avid artist of acrylic and mix-media paintings. Rogers, his wife and son live in Decatur, Georgia. |

Michelle is a senior project manager of The DeKalb County Office of Economic Development (OED). She has worked for DeKalb County nearly 10 years, with experience in Research Management and Statistical Analysis.
Moving to Economic Development, Michelle is credited with developing the departmental project database, initiating the countywide Developers Tour, serving on the steering committee of the DeKalb Microenterprise Institute, and creating a public-private partnership alliance for small business owners - The Small Business Retention and Expansion Alliance. Michelle currently manages OED small business retention efforts having created and retained more than 1,500 jobs, garnering nearly $94 million in investments and acquiring almost 500,000 square feet of commercial property.
Michelle completed her undergraduate and graduate studies at the State University of West Georgia located in Carrollton, Georgia. She devotes most of her free time to community service projects relating to entrepreneurial experiences for low-income and disadvantaged individuals.

Wanda is a Senior Project Manager with Economic Development and has the primary responsibility of handling the financials and administrative work for the Development Authority of DeKalb County, the Joint Development Authority of Metro Atlanta, the Residential Care Facilities for the Elderly Authority, and the Private Hospital Authority of DeKalb County, as well as project management. She has worked for DeKalb County for five years, having transferred from the Finance Department.
Wanda has an M.B.A. from the University of Southern California and an undergraduate degree from Stanford University, a background in banking, sales, marketing, and finance.

Michael is a Senior Project Manager responsible for managing DeKalb’s Life Science Initiative and Prospect Development.
Prior to joining DeKalb County, Michael worked for over nine years at the Atlanta Regional Commission as a Senior Program Manager in the Governmental Services Division.
Michael is a native of Dade City, Florida who earned a Bachelors Degree of Economics from the University of South Florida and has finished course work in the Masters Program for Public Policy at Georgia State University. He is married with a son and lives in Candler Park, Georgia .

Ernest Gilchrist manages new & existing investment projects; and oversees financials for the Development Authority, Private Hospital & Residential and Elderly Care Facility Authorities of DeKalb County. In addition, he is the liaison to the Conley Area Business Association, Candler Rd., LCI and Scottdale Revitalization effort.
Prior to working with DeKalb County, Gilchrist was a loan officer with the Small Business Administration and an economic development consultant for Georgia Quick Start, a state level workforce training and development organization. He also has an extensive background in manufacturing management.
Gilchrist completed his undergraduate studies at Campbell University, earning a BBA in Business Administration with a minor in Economics. In addition, he holds a MBA in International Business from Mercer University.

Shelbia L. Jackson recently re-joined the Office of Economic Development (OED) as the Administrative Assistant. Mrs. Jackson is a life-long resident of DeKalb County, where she has acquired an extensive background in secretarial and administrative experience, as well as a bachelor’s degree in Criminal Justice from Georgia State University.
As Administrative Assistant, she works with the OED staff. She screens incoming phone calls; produces documents, correspondences, manages various office and database files; coordinates and schedules appointments; conducts Internet research for projects; compiles information, generates reports and assists on special projects. Basically, she does it all.

Rolanda Daniel is the newest Senior Project Manager in the DeKalb Office of Economic Development. Daniel will specialize in urban revitalization efforts including Enterprise Zones, Opportunity Zones, Tax Allocation Districts (TADs), Overlay Districts, and Livable Center Initiatives (LCI’s). Prior to working with DeKalb County, Daniel was a planner in the private sector. Her primary focus was on long-range planning studies and community outreach. Daniel completed her undergraduate studies at Agnes Scott College and received a Master of City Planning from Georgia Tech.

Burke’s primary responsibility is to publicize the DeKalb County Office of Economic Development’s projects and initiatives. He plans and coordinates groundbreakings, grand openings and press conferences, which promote DeKalb County and serve as an Economic Development marketing tool. His other responsibilities include developing international trade opportunities and is one of the interim project managers for retail.
